 create a Workspace in my Portal for a Customer

Solution

You must be an Account Level Moderator to create a Workspace.
Login to your Portal.
Click on the interface's 'Home' button in the top-left.
Click on the 'Create A Workspace' button to the right.
Enter a Workspace name relative to how you reference the Customer (full name, company name, nickname, account id, it's up to you).
DO NOT select the 'Data Room' option unless the Site Admin has specifically instructed you to do so.
Click 'Create'.
